Indian Muslims annually lose over Rs. 64,000 crores

Political parties are busy in finalizing strategies to attract voters before general election. This time before manipulating schemes for Indian Muslims, politicians would certainly refer Sachar Committee report; but they also need to consider some other problems of Indian Muslims which has been ignored by Sachar Committee. Study shows that Indian Muslims don’t need any special schemes but fair policies to ensure inclusive growth of Indian economy. India cannot secure sustainable growth unless its second largest community is brought into mainstream, whereas the fact is that the second largest community of India is more worried about its security compared to growth. The plight of Muslims in world’s greatest secular democratic economy reflects from following facts-
1. Indian Muslims are so marginalized that its share in national population is 13.47%, but they actually share 18.35% of Indian population living below poverty line. It shows that instead of sharing development, Indian Muslims really share national poverty.2. When 31% Muslims live below poverty line and 39.4% Muslim workers as self-employed in the unorganized sector, the huge credit loss to Indian Muslims due to regulatory hurdles is like economic assassination of Muslims by financial sector regulators.3. In Muslim concentrated areas, the physical infrastructure lacks behind the actual requirements; and the community based institutions are constrained by regulations.4. The schemes announced by government to empower Minorities are not linked to Muslim NGOs which could have effectively optimized the social resources of the community.5. To understand Muslims problems regarding economy and finance, there is no Muslim officer in grievances cell at Department of Economic Affairs. In fact we hardly find muslim staff even in institutions like NMDFC which is supposed to focus on minorities.
Thanks to Dr. Manmohan Singh and his team for the Sachar Committee Report, but a lot more is desired for rescue of the Indian Muslims. The Sachar Committee Report has made recommendations about policies and schemes, and also well stated that the said objectives would only be achieved if both sort of recommendations are implemented simultaneously. The Governmnet has taken up some of the recommendations related to shcemes only.
Following are some questions related to the intention of UPA Government related to the study made by Sachar Committee–
1. Why Muslims status in capital market was not studied while net worth in capital market is more than all sort of deposits in all Schedlued Commercial Banks (SCBs)?2. Why the committee did not suggested to link minority related shcemes to Muslim NGOs which would have not only reduced the cost of implementation but also ensured increased community participation in these schemes?3. While the issue of Muslims low participation in IAS or other higher level jobs were well mentioned in the report, why the committee did not made any suggestion to improve Muslims participation in RBI, where Muslims are just 0.78%?4. Why the committee did not pointed the figures reflecting net annual financial loss to Indian Muslims which is very huge and is hampering economic growth of Muslims.5. Why there is no suggestions about optimizing Muslim’s social and financial resources?
Considering the economic plight of Indian Muslims the variuos schemes announced by central Governmnet are not sufficient because major thrust is upon education only whereas severe economic backwardness and financial exclusion need immediate attention. The shcolarhsip amounts could just be used to pay tuition fees; whereas for Muslims household living belw poverty whose expenses are met through daily earning of children, such schemes do not cover the opportunity cost. Lets see what Government offers to Indian Muslims under name of minorities schemes–

This total amount is not even 10% of the amount indian Muslims are annually loosing in terms of credit loss due to conflict between Islamic ethics and financial sector regulations. Due to interest based systems, since independence banking has been unfavourable sector for Indian Muslims. The Sachar Committee Report pointed that Muslims have 7.4% share in individual saving deposit amounts at SCBs in year 2005. But they had just 4.7% share in outstanding amounts under Priority Sector Advances (PSA). Considering the same ratios of deposits and credits for Muslims in all sort of aggregate deposits and credits at SCBs in 2008, Muslims would have following aggregate figures.

Considering the economic plight of Indian Muslims and their annual financial loss in terms of credit, it was expected that Governmnet should amend banking regulaton act to allow Muslims practicing Interest free banking. At least the government should have guided RBI to counter this financial loss to Muslim community, but instaed of framing desired credit policy for Muslims, the Prime Minsiter 15 point programme advcates opening more interest based banks in Muslim concentrated areas. Interesting to see how the Government stops this contineous credit loss to Indian Muslims, when Muslims are reluctant to deal with interest based banking activities and have been demanding for interest free banking.
Though the Raghuram Rajan Committee for Financial Sector Reforms has made following recommendation for interest free banking, still political will is required to accept and implement these recommendatuions –
“Another area that falls broadly in the ambit of financial infrastructure for inclusion is the provision of interest-free banking. Certain faiths prohibit the use of financial instruments that pay interest. The non-availability of interest-free banking products (where the return to the investor is tied to the bearing of risk, in accordance with the principles of that faith) results in some Indians, including those in the economically disadvantaged strata of society, not being able to access banking products and services due to reasons of faith. This non-availability also denies India access to substantial sources of savings from other countries in the region.
While interest-free banking is provided in a limited manner through NBFCs and cooperatives, the Committee recommends that measures be taken to permit the delivery of interest-free finance on a larger scale, including through the banking system. This is in consonance with the objectives of inclusion and growth through innovation. The Committee believes that it would be possible, through appropriate measures, to create a framework for such products without any adverse systemic risk impact.”
We hope that the so called secular political parties would not only raise political will to accept and implement the above recommendations submitted to the Prime Minsiter on 12th September 2008; but would also add following recommednation for overall economic welfare of Indian Muslims.
1. There should be at least one Muslim member in committees constituted for study and analysis of national level issues, because it is not justify ignoring second largest community of the nation while doing strategic study for the nation as a whole.2. There should be priority based initiatives to implement the recommendations made by Raghuram Rajan Committee to allow Interest-free banking.3. If any committee has no Muslim member, the committee should physically interact with Muslim NGOs or institutions to ensure inclusion of Muslims in that study, recommendations and schemes framed after that.4. Minority related schemes should be linked to Muslim NGOs so that Muslim social resources could be optimally utilized otherwise the process of isolation may lead wastage of Muslim social resources or it may go against national interest as well.5. RBI should find ways to increase Muslims working staff. It may need to incorporate Shariah compliant products in banking sector for Muslims.6. There should be at least 12% Muslim working staff in special financial institutions like NMDFC, SIDBI and NABARD. Moreover such institutions should introduce interest free credit schemes for Muslims because interest is most important hurdle in financial inclusion of Indian Muslims.7. To allow inflow of capital on profit loss sharing basis for our vulnerable enterprises associated with unorganized sector and farmers in agriculture sector, it is necessary that such investments should be exempted from all taxes and free from undue formalities.8. Bilateral trades could be developed for agriculture and allied sector to promote FDI from Midlle East countries so that we could get interest free funds for agriculture sector and could also increase export of increased agricultural products after investments.
It would help India to attain sustainable inclusive growth and counter problem of Terrorism because if Indian Muslims are allowed to earn better livelihood, the most underpriveledged and most frastrated groups among Muslims may be utilized for growth orineted activities instaed of destructive objects. For national security and inclusive growth, it is very important that all human resources are engaged into constructive work and there must not be dissident group among minorities who may otherwise feel insecurity and could shake hands with our national enemies. So we hope political parties will now frame fair policies for Muslims instead of manipulating special schemes for Minorities

Muslims properties being grabbed in a planned way in Gujarat

27-28 February 2002 is seen by many of the believers of Secularism as an epoch in the hate history of the world and as a blow on the secular values and ethos. But there are many who celebrate it as a victory. But today after seven years of the Gujarat Experiment the question of identity and citizenship for Muslims of Gujarat remains as it is. An obvious question rises in my mind and in the mind of many others including Indians and foreigners, Muslims and Hindus, Christians and Parsis and men and women: Has the condition of Muslims in Gujarat and communal climate of the state improved after seven years of Gujarat genocide 2002?
The answer to this question is obviously a big NO. To strengthen the argument one needs to look into the trends of discrimination and alienation of Muslims in Gujarat. Here, it is worth quoting Mr. Yusuf Shaikh, the Convener of Antrik Visthapit Hit Rakhsak Samiti (AVHRS) which describes very aptly the condition of Muslims in Gujarat: “Kis tarah se sudhari hai? Sudhar ka to koi sawal nahi hai. Kuch nai chizen aisi hui hain jis se Musalmano ki halat aur bhi bigad gai hai. abhi nai-nai tarike se Musalmano ko dabaya ja raha hai. Waqf ki zaminon par kabza kar ke, madarson pe kabze ki ghatnae bina rok tok badh rahi hain” (How it has improved? There is no question of improvement, some new things have happened, which has further degraded the condition of Muslims. Now, new strategies are being used to suppress Muslims. Now the incidents of encroachment on the land of Muslim waqf, madrasas are increasing unchecked)
It is just becoming an unchecked phenomenon, where in the name of development Muslim schools are being demolished, waqf lands are acquired, madarasas are encroached. All this is happening with the explicit support of the Government.
In Dabhoi Taluka of Baroda district, an ancestral graveyard of Muslims has been encroached upon by the Hindus of the vicinity and it is now used as caring and rearing ground for cattle. Several complaints have been made to local authorities but no one paid any heed to the call. Similarly, in Tilakwada village of Narmada, the village Panchayat has encroached a waqf land and made some illegal structure over it. When questioned by Muslims of the village, they were threatened of life and expulsion from the village.
Another case is of Teen Talab village of Dhaboi taluka in Baroda. Here the land of an old madrasa and the village mosque became the reason of discrimination and alienation. Both the mosque and the madrasa were built on waqf land and were in a dilapidated state. So, seeing the bad condition of both the religious structures, the Muslims of the village decided to repair them and for which they have got the permission from the Village Panchayat. For the same intent, the old madrasa building was razed and construction of new building was started with the community’s contribution. But the Panchayat withdrew their permission under the pressure of local BJP/RSS leaders. 25-30 BJP workers assembled there and forced Muslims to stop construction and on the same evening the newly built madrasa was bulldozed illegally by Police Inspector Patel. The Muslims of village went up to the IG to complain about the illegal conduct of the Police but nothing resulted out of it.
In August 2008, the Ahmedabad Municipal Corporation decided to demolish the boundary walls and some portion of the two medieval age mosques, namely, Rani Sipri and Siraji Saiyed Masjid in pursuance of its road expansion plans. It was only after the stay of the Gujarat High Court the very old mediaeval mosques could be preserved. The Mazar of Wali Gujarat was razed during riots but here it is a blatant misuse of office and power to wipe Muslim heritage from the map of human history.
In a similar step taken by Ahmedabad Municipal Corporation, a school catering to the educational needs of Muslim children of Naroda Patia was demolished as the local body says the school is in the way of Bus Rapid Transit System (BRTS) project.
Similarly, a Municipal Primary School is on the verge of demolition and closure by the Ahmedabad Municipal Corporation for the proposed construction of a Bus Depot for Bus Rapid Transit System. The school is located on the Delhi-Mumbai High Way No. 8 (Narol Road, behind Chandroda Talab near Old Toll Naka), around 1 km away from the Bombay Hotel, where the riot affected people of Naroda Patia have been rehabilitated. The school has nearly 2000 students and all of the students are from the families displaced during Gujarat carnage 2002. It has also class rooms made under Sarva Shiksha Abhian. It is important to note that adjacent to the school there is a huge vacant land, which could have been acquired for the same purpose, but the AMC was only interested in the school. Several representations were also made to the Ahmedabad Municipal Corporation to change their plan. Initially, the AMC Commissioner promised the school board of trustees that the school will not be demolished. But the AMC was adamant to demolish the school, so they have passed a fresh order to immediately seal and demolish the school.
These are only illustrative of what the Muslims of Gujarat are facing in their day to day life. Dr. Zafarul Islam Khan Answering three questions raised by a Hindu organisation

New Delhi: Dr Zafarul Islam Khan, president of All India Muslim Majlis-e Mushawarat, the umbrella body of Indian Muslim organizations, while responding to a Hindu outfit’s three-point demand from Muslim leadership to clarify about India’s Islamic status, Hindus being called kafirs and Jihad, said that India is not Darul Harb.
“India is a Darul Amn or Darul Salam, i.e., an abode of peace where Muslims are bound by their religion, morality, covenant, and our Constitution to live in peace with all other inhabitants of their homeland,” Dr Khan said.
The Dharma Raksha Manch, a self-styled forum which claims to speak on behalf of Hindus, earlier this week issued a statement in New Delhi demanding leading Muslim organizations and institutions to come clean on its three points. The Hindu group had asked Muslims to declare that Hindus are not kafirs.
Responding to this point, Dr Khan said: the Arabic term "kafir" means one who does not believe in Islam and as such all non-Muslims are kafirs in the same way as all Muslims are kafirs, i.e, non-believers in other religions like Hinduism etc.
Giving his view about the concept of Jihad, Dr Khan, a noted Islamic scholar and Editor of fortnightly Milli Gazette said: Only an Islamic or Muslim state/ruler can wage Jihad which is synonymous to defence in our modern jargon. Jihad can be waged only against a foreign country or foreign community or group which is actively engaged in aggression against a Muslim state or community. There is no way that private Muslim groups or individuals can wage jihad. If anyone is doing this, it is illegal and illegitimate whether it takes place in India or outside India.
On Jihad vis-à-vis kafirs he said: There is no Islamic rule whatsoever that Jihad should be waged against "kafirs". This is a misleading propaganda spread by the enemies of Islam and Muslims and lapped up by some in our country.
“So let it be clear that there is no question whatsoever that Islam in any way allows its followers to attack Hindus or any other non-believers under the pretext that they do not believe in Islam. If this was the case, you would not find 80 percent of Indian population professing Hinduism in India today after a millennium of Muslim rule over most, especially north, of India, and you would not find today large religious minorities in many Muslim countries especially in the Middle East like Iraq, Syria, Egypt, Morocco, Iran, etc.”
While making the concept of Jihad further clear, Dr Khan said: Ordinary Muslims and groups are allowed to wage Jihad in a country which is occupied by a foreign power. But in the case of foreign occupation, individuals under occupation can resort to defend their country if there is no organised group fighting against the occupation forces. This right is called “resistance” in the international law today. Indian Muslims did this duty in the past when our country was occupied and will do the same if, God forbid, our country falls under foreign occupation in future.
The Hindu group has also demanded Muslim organizations including All India Muslim Majlis-e Mushawarat, Jamaat-e-Islami Hind and All India Milli Council and institutions including Darul Uloom Deoband and Nadwatul Ulema to issue fatwa against terrorism.
Responding to the demand, Dr Khan said: “As the current head of one of the Muslim organisations (All India Muslim Majlis-e Mushawarat) specifically asked in this document to make certain clarifications, I would like to state that Indian Muslim organisations and institutions of all hue and colour have clearly denounced terrorism in all its shapes and forms and have held umpteen conferences and meetings across the country to popularise this message among the masses.
He, however, asked why Hindu leaders and organizations are silent on terrorism even after the disclosure of involvement of some Hindu extremists individual and groups in terror activities in the country.
“Have Hindu organisations and institutions too denounced terrorism perpetrated by people masquerading as Hindus or claiming to work for the Hindu cause, ranging from political outfits resorting to terrorism to a plethora of organisations dedicated to terrorism. Some members of such Hindu terror organisation including a serving officer of the Indian army are now under police custody with ample proof that they committed specific terrorist acts while trying hard to blame Muslims for the same. We have not heard a single Hindu organisation and leader denouncing these terrorists and their known organisations and supporters. Instead many have come forward to support them and offer them monetary and legal help. Until and unless Hindu organisations openly and unequivocally denounce Hindu terrorism in all forms they have no moral right to preach others.”
